Desperately need HELP! Silent Install, Multi-user, data folder in LocalService directory

We have the same issue with the data-folder in the localservice profile, and its not a installation issue.
It seems that a component of symantec antivirus called nlhook.exe changes the NotesIniPath entry in the registry whenever it loads/unloads.

This file runs as system, why it changes the path to C:\Documents and Settings\localservice\etc...
